EXECUTIVE BOARD MEETING
August 14, 2014
The meeting was called to order by President Terence Endersen at 6:00 pm. The other members of the Executive Board present were: Max Alavi, Aileen Colon, Julie Dean, Vice President Frank Elizondo, Secretary Jeff Miller, David "Coach" Newell, and Treasurer Robert O'Connor. Executive Board members Sanne Berrig, and Marvin Jones were absent. Sixteen additional BSRA members and visitors were present.
The agenda for this meeting was approved and the minutes of the July 10 meeting were approved.
Bay Shore Librarian Debi Gurley-Vilander announced the arrival of new tables and chairs. Repainting of the meeting room has been completed, and new carpeting will be installed soon. The Summer Reading Program was a great success, with 566 people enrolled.
LBPD East Division Commander Paul LeBaron discussed the BSRA July Crime Report, noting thirteen DUI arrests. The police also conducted a DUI checkpoint action recently. He introduced Kim O'Neil, a Crime Analyst for the department, who works to identify crime trends. LeBaron characterized all of the six assaults in the report as alcohol-related fights. He warned of a recent trend of fumigation burglaries. Regarding illegal bicycle riders and skateboarders on the Second Street sidewalks, he announced forty-six citations issued during the recent enforcement action. He responded to a question about trash and recycling container pilfering - residents should telephone police and report this problem; police will respond when possible.
Alexis Rabenn, owner of Quinn's Pub and board member of the BSBA, announced the Belmont Shore Car Show, scheduled for September 7.
In the absence of Eric Forsberg, the resident representative on the Parking Commission, President Endersen noted these items from last month's Commission meeting: Second Street sidewalks are being cleaned weekly during summer. The "Welcome to Belmont Shore" sign will be repaired soon. The "No Public Parking" signs at Citibank will be removed soon. As one result of the recent controversy about demolishing a residence to build a parking lot, a project is planned to update the old Belmont Shore parking study. Three dead trees on the sidewalks are scheduled to be replaced.
President Endersen spoke about the plans for the Belmont Pool: An advisory group has been meeting; there is a BSRA representative on the group. The city plans to remove the trees, grass, and street between the existing pool and Chuck's restaurant for construction of the new facility. Endersen announced the first "Saturday with Suzie" (our new Third Council District representative) will be Saturday, August 23 at 9:00 am at the Field Office, 340 Nieto Avenue.
Secretary Miller reported the recent mailing of membership renewal notices resulted in forty-five renewal payments so far.
Treasurer O'Connor reported the bank account balance is now $394.
Secretary Miller reported the status of the city's SEADIP update process: there have been two recent meetings: a Public Workshop on August 6 and the Community Advisory Committee on August 13. Committee members include both residents and commercial property owners and developers. Interested citizens are urged to attend these meetings.
Miller reported the status of two businesses discussed last month: Hof's corporation received permission to convert the vacant Lucille's restaurant into a new restaurant and tavern. They agreed to leave the ground floor windows on St. Joseph Avenue closed. Final details of the conditions are not yet available from the city. The application for a beer and wine liquor license by Urban Table, the business planning to open in the vacant Olives location, is pending at the California Alcoholic Beverage Control agency. The owner has agreed to license conditions discussed with BSRA and Councilwoman Price, but ABC has not yet provided the conditions for review. A discussion of the BSRA position regarding alcohol licenses continued for several minutes.
Kristina Duggan introduced herself as the new Field Representative of Councilwoman Price. She explained her job duties and announced a planned monthly email newsletter. She reported the repaving of Ocean Blvd. between Bay Shore Ave. and Livingston Drive is planned by the end of the year. The demolition of the Belmont Pool is planned for October. She noted the concerns about the pool replacement project include the high cost and the increased noise and traffic. Duggan responded to these issues from the audience: The recent "Love Fest" event at the beach produced extremely loud music and noise, disturbing numerous residents. The bands performing at Stroll and Savor are too loud. Residents on Pomona Ave. are bothered by traffic congestion as a result of the prohibition of left turns from Ocean Blvd. onto Claremont Ave.; drivers are using Pomona Ave. instead.
Secretary Miller opened nominations for the BSRA Executive Board with an explanation of the process for both nominations and the election at the September meeting. The current board members were each polled regarding their plans to run again: President Endersen, Secretary Miller, and Treasurer O'Connor are candidates again. Current board member Alavi is a candidate for Vice President. Members-at-Large Colon, Dean, and Newell are candidates again; members Berrig and Jones declined to run again. Miller nominated Dick Gaylord for Member-at-Large. Current Vice President Elizondo nominated himself for Secretary instead, and he nominated Jann Gath for Vice President and Joanne Berardo, Casey Allen, and Sara Schumacher for Members-at-Large. There were no nominations presented from audience members.
