EXECUTIVE BOARD MEETING
February 11, 2016
The meeting was called to order by President Terence Endersen at 6:05 pm. The other members of the Executive Board present were: Treasurer Robert O'Connor and Aileen Colon. Approximately 15 BSRA members and visitors were present. Vice President Max Alavi and Executive Board members Julie Dean and Ray Bradford were absent and excused.
The approval of the agenda for this meeting and the minutes of the January 14th meeting were postponed, as the board did not have a quorum.
Bay Shore Librarian Debi Vilander gave the library moment announcing:

Bay Shore Librarian Debi Vilander gave the library moment announcing:
- Mystery at the Bay Shore Library: Librarians Debi and Casey informed us that there’s a Secret Giver who, for the past couple of weeks, has been placing stuffed animals at various locations within the library. It’s a mystery as no one knows why or how these colorful and sometimes extremely large stuffed beasts have been delivered or who the ‘Secret Giver’ is! All that is known is that the library staff and patrons (children of all ages) are enjoying their new reading partners.
LBPD East Division Commander Elizabeth Griffin provided the following information:
- Crime is up city & statewide
- Violent crime up 18%
- Various reasons have been offered for the increase, but not definitive.
- Details from the January 2016 Crime report:
- 3 incidents of drunks on 2nd Street –
- 2 groups @ Dogz Bar had a fight stemming from a disagreement over immigration. After closing, one group of male Hispanics left and then returned to Glendora, displayed guns at the other group and shot guns into the air. Possible gang members.
- Drunk outside Domenico’s Restaurant arrested - Battery
- 2nd & Park – Drunk passed out. Punched responding LBFD personnel
- Gang related crimes are heading to the eastern part of the city. More gang related incidents being reported. One incident recovered 12 guns from people who were stopped by LBPD.
- Robbery ; Person:
- 5200 Block of 2nd Street – Purse Stolen
- 2nd Street & Livingston - Alley near Pappalucci’s – Suspect pushed lady down, grabbed purse and then jumped into a vehicle – Reviewing video
- Residential Burglaries – Alarms and reporting of incidents are working to prevent burglaries.
- Residential burglary off Livingston - Lockbox for rent checks was broken into and 12 rent checks stolen
- 100 Block Nieto – Home alarm – Sliding door opened – Nothing taken
- 54th Place – Attached garage – Alarm sounded – Resident heard
- 100 Block Argonne – Someone came over fence – Victim alerted by security light
- 200 Block LaVerne – Laundry room coin box broken into
- 100 Block St Joseph – Garage side door pried open
- 3 incidents of drunks on 2nd Street –
- The East Division LBPD is moving from the old Los Coyotes Diagonal location to Schroeder Hall at Willow & Grand. A ribbon cutting ceremony and open house will be held on Saturday February 20, 2016.
- Be mindful of the motto: “If you see something, say something.” The Commander instilled the importance of your watchful eye, to call the police when something is not right. So if something seems out of the ordinary, out of the norm, call the police so they can respond. Be ready to provide a description of the person/people; what they are doing; what they are wearing and location of the subjects, ensure to provide as much detail as possible, quickly when talking to the 911 dispatcher
- Seeing more violence – Crimes of opportunity
- Transients seem to be armed – to protect themselves
- January Taskforce with 6 extra officers on the street. During that time there was no violent crime. We need more police officers.
- No County standard for the #officers/per person
- 11 officers (11 beats) at all times – 1 officer per beat
- Overall LBPD personnel strength is decreasing
- 200 down from 2008
- 30 below the allotted number of officers
- LBPD has great training and officers. Response time good
2nd Street Graveyard Sargent Celena Vincent and the 2nd Street Walking Beat Officers Nick Kent & Brendan Murphy provided the following information:
- Sargent Vincent is responsible for overseeing the Walking Beat and Graveyard shift from 10PM to 8AM Thursday thru Sunday to monitor the 5 major bars. She’s been with Long Beach for over 20 years in different roles. She’s also a Drug Recognition Expert for alcohol and 6 other categories and attends BSBA General and Bar Owner meetings
- Officers Kent & Murphy provided information regarding Homeless Issues & Stay Away Orders
- Take reports/detailed notes on transients and issue citations in order to provide evidentiary material for the city to pursue Stay Away Orders to individuals responsible for multiple disturbances/issues. So far, Stay Away Orders have been issued against 2 individuals requiring that they stay away from 2nd Street.
- To report repeat offenders (transients/individuals posing a nuisance), email [email protected]. Neighborhood Specialists (Ruth Ann, Johnny, Jessie) will respond.
- Resident inquiries/comments included:
- What agency patrols the beach parking lots? – Response was that the Marine Patrol, LBPD along with the LBPD Jeep unit patrol the beach and parking lots.
- Last summer there were issues with people living in motor homes
- Discussion regarding status of cameras on 2nd Street
- Only 4-5 cameras are working at one time
- Parking Commission paid for installation of cameras. City was to provide the technical resources to make them fully operational
- Cameras not working outside of Dogz
- Since Panama Joe’s has closed for remodeling, there have been some issues with the Panama Joe’s patrons mixing with the Dogz patrons at Dogz. Due to these issues, Dogz is currently closing its doors to new customers @ 1:15AM, with lights on @ 1:30AM and closing by 1:45AM. Panama Joe’s is scheduled to open St. Patrick’s Day.
- Sargent Vincent is requesting 2 additional officers for celebratory weekends, such as Cinco de Mayo, 4th of July and Grand Prix.
- Discussed start of a new ‘Know your limit’ program. The program:
- Provides personnel who offer to talk with restaurant/bar patrons (voluntarily) about the effects of alcohol
- .08 is the Blood Alcohol Limit
- .04 is the Blood Alcohol Limit for Commercial Truck Drivers
- Partners with LB Yellow Cab for a safe ride home
- Is currently sponsored by Dogz, Panama Joe’s & Legends. Saint & 2nd and Simzy’s are in sponsorship discussions.
- Promoting a Designated Driver Program – To work with bars/restaurants to give incentives for Designated Drivers
- Provides personnel who offer to talk with restaurant/bar patrons (voluntarily) about the effects of alcohol
Third District Councilwoman Price’s office updates from Jack Cunningham included:
- Working on a proposal to ban hoverboards on 2nd Street sidewalks, requesting to allow the city attorney to draft a city ordinance to not allow hoverboards in business districts.
- Want to promote a Bikeable/Swimmable/Aquatic Lifestyle
- Discussed the proposal for flags @ beaches/swimming spots to indicate water quality & temperature
- Mentioned the Breakwater Study – 3 year study to determine if breakwater reconfiguration is possible
- Recent winds prompted 300 calls for services – Trees down, live wires
- Community Meeting is Thursday Feb 25 @ the Long Beach Yacht Club. Guest Speaker will be Chris Garner – Director of LB Water Dept.

- Approved contract to water trees on 2nd Street every 3 weeks, and every week from May-December
- Employee Bus Pass Program is being used by 500 persons/month
