Councilwomen Price and Mungo to Host Reception
Honoring Outgoing East Division Commander LeBaron
and
Welcoming New East Division Commander Elizabeth Griffin
Long Beach City Councilwoman Suzie Price, Third District, and Councilwoman Stacy Mungo, Fifth District, will be hosting a reception to honor outgoing Long Beach Police Department (LBPD) East Division Commander Paul LeBaron on Monday, March 9, 2015 from 5:30 p.m. to 6:30 p.m. at the Gaslamp Restaurant.
"I am pleased to recognize Commander LeBaron for his hard work and dedication to the east side," Councilwoman Price said. "I am also thrilled to welcome our new East Division Commander Griffin to serve residents of the Third District."
Effective March 7, 2015, Commander Elizabeth Griffin, a 22-year veteran of LBPD will assume oversight of the East Patrol Division, replacing Commander LeBaron who will now oversee the Detective Division of the Investigations Bureau. Police Commanders typically rotate every few years to afford them increased opportunities for community engagement and career development.
"Commander LeBaron has been a tremendous asset to our community and an exemplar as a steward of the public trust," Councilwoman Mungo remarked. "Our neighborhoods, residents and businesses are safer because of his leadership."
The reception is free to all attendees.

BSRA GUEST SPEAKER @ MARCH 12TH MEETING:
CONSOLIDATED LOS CERRITOS WETLANDS RESTORATION PROJECT
LOS CERRITOS WETLANDS MITIGATION BANK
We will be having a presentation on the Consolidated Los Cerritos Wetlands Restoration Project at the March 12, 2015 meeting. The Project has been proposed by Synergy Oil & Gas, LLC and Lyon Communities. If approved, the wetlands restoration and mitigation bank portion of the Project would occur on the oil field bounded by Pacific Coast Highway, 2nd Street and Studebaker Road. The Project would also include various public access improvements and the consolidation of oil operations from 152 acres (as it exists today) to a total of 10 acres on two offsite locations. The mitigation bank plan is being prepared in coordination with an interagency review team, which includes representatives from the U.S. Army Corps of Engineers, the U.S. Fish and Wildlife Service, California Department of Fish and Wildlife, and the California Coastal Commission.
The Project will provide a plan for the phased restoration and long-term protection of this portion of the Los Cerritos wetlands. The phased restoration plan will result in the removal of oil pipelines and other facilities over time; wetlands restoration activities such as the removal of invasive plants; and introduction of additional water to portions of the site promote wetlands restoration and habitat enhancement. As noted above, the Project also proposes to open a portion of the site to public access. Public access improvements include new trails around the perimeter of the restored wetlands, and a visitor center/interpretive center on the property. In order to facilitate restoration of the wetlands, Synergy is proposing to relocate the existing oil production facilities to two other nearby properties: the approximately 7-acre site located at 6701 E. Pacific Coast Highway, commonly known as the “Pumpkin Patch,” and a second site along Studebaker near 2nd Street close to existing industrial development.
Synergy has been working with State and federal resource agencies, and the City of Long Beach to develop the mitigation bank proposal and has initiated the permitting process with the City and Coastal Commission to obtain approvals to implement the wetlands mitigation bank proposal, the public access improvements, and relocation of the oil production facilities.
The presentation will be made by John McKeown of Synergy and Thienan Pfeiffer of Glenn Lukos Associates.

Thank you to our members who completed the 2015 survey! (See attached pdf) The purpose of the survey was to gain a current understanding of our member’s positions on various issues affecting residential life in Belmont Shore. This will allow the BSRA Board to focus on those topics of greatest interest.

From Suzie Price: On Thursday, March 19, 2015 at 6 PM we will be hosting our monthly Third District community meeting. Ray Lin owner of the Seaport Marina Hotel (6400 East Pacific Coast Highway) has generously offered to host our group in the newly renovated Marina room at the Seaport Marina Hotel. We will be having a discussion on Homeless Services in the City of Long Beach and our guest speakers include Susan Price, Community Heath Bureau Manager, Elsa Ramos, Multi-Service Coordinator, and Claudia Lopez, Public Relations Officer with the Long Beach Police Department. In addition to our guest speakers Councilwoman Price will provide an update on topical City issues.
