GENERAL MEMBERSHIP MEETING
September 11, 2014
The meeting was called to order by President Terence Endersen at 6:00 pm. The other members of the Executive Board present were: Max Alavi, Sanne Berrig, Aileen Colon, Julie Dean, Vice President Frank Elizondo, Secretary Jeff Miller, David "Coach" Newell, and Treasurer Robert O'Connor. Executive Board member Marvin Jones was absent.
Ballots for the Executive Board election were distributed to qualified members as they arrived. One hundred sixty-one BSRA members attended and voted; about one hundred remained for the rest of the meeting.
The agenda for this meeting was approved and the minutes of the August 14 meeting were approved.
A Moment of Silence was observed, in recognition of the memory of the victims of the September 11, 2001 terrorist attacks on the United States.
Secretary Miller explained the procedure and rules for the Executive Board election, in accordance with the Association Bylaws. Each candidate spoke briefly about their candidacy. The candidates are: for President, Terence Endersen; for Vice President, Max Alavi and Jann Gath; for Secretary, Frank Elizondo and Jeff Miller; for Treasurer, Robert O'Connor; and for Members at Large, Joann Berardo, Aileen Colon, Julie Dean, Dick Gaylord, David "Coach" Newell, and Sara Schumacher. Members were asked to cast their votes.
Alexis Rabenn, owner of Quinn's Pub and board member of the BSBA, announced the summer's last Stroll and Savor event, scheduled for September 17 and 18.
LBPD East Division Lieutenant Jeffrey Liberman announced that one of the Belmont Shore Walking Beat officers, Jeff Webber, was struck recently by a drunk driver near Seventh Street and PCH. He sustained moderate injuries and is currently assigned to a desk job at headquarters until he is fit enough to return to street duty. Liberman then discussed the BSRA August Crime Report, beginning with the six assaults reported last month, one of them a fight between two customers at Dogz Bar and Grill. He also noted two robberies, one at gunpoint: two women leaving Nick's on 2nd restaurant were confronted as they walked from the restaurant to their car; two suspects were arrested later. Of the three residential burglaries reported, two of them involved unlocked doors or windows, and in one case, entry was gained through a second floor window. Liberman spoke of the coordinated efforts by LBPD, the LB Health Department, the Veteran's Administration, and the LB Parks, Recreation and Marine Bureau to improve outreach and services to homeless and transient persons. He concluded his report by noting the campaign last month to enforce regulations prohibiting bicycle riders and skateboarders on the Second Street sidewalks.
Kristina Duggan, Field Representative of Councilwoman Suzie Price, spoke about SCE's pending power outage, planned for sometime in October. She explained the recent episode of fireworks at the beach was caused by a filming event. She was questioned about the schedule and calendar of special and permitted events and asked to distribute it to BSRA. She heard comments and requests related to excessive lighting at the Granada Ave. beach restroom, damaged sidewalks and curbs, and excessive noise from water polo events at the temporary pool. She announced an allocation of $350,000, facilitated by Councilwoman Price, to LBPD specifically for efforts to combat residential burglaries.
Deputy City Manager Tom Modica, the evening's guest speaker, presented a report about the city's plans to replace the parking meters on Second Street with "Smart Meters", which will accept credit cards in addition to coins, and which will have the ability to provide additional data on parking utilization. Installation of the new meters will likely cause a doubling of the current rate of 50 cents per hour to one dollar per hour. Modica responded to numerous questions and comments from the audience. There was almost unanimous objection to raising the rate, largely because of the belief that it would add to the number of employees and customers parking on residential streets. Residents can view the Parking Meter Study and Fact Sheet and complete a survey and offer comments at http://speakuplb.org.
President Endersen reminded the audience of the Belmont Pool meeting on September 17.
Treasurer O'Connor acknowledged the large number of membership renewals, resulting in a bank balance of $1873.00.
President Endersen announced the Election Committee has not completed counting the ballots and certifying the results; results will be announced as soon as they are available, by the Election Committee.
